HDB Artist Impression of Costa Ris located in Pasir Ris

Pasir Ris is a popular destination for groups of friends looking to enjoy a barbecue by Pasir Ris Beach or families with kids in search of fun at Downtown East. Residents of Costa Ris, located on Paris Ris Street 21 in District 18, are in a great position to enjoy all the family-friendly fun that Pasir Ris offers.

Launched on 27 May 2011, the HDB project consists of 17 blocks of 13 storeys, totalling 1,386 units. The project’s Temporary Occupation Permit (TOP) was obtained in 2014, meaning that units are already available on the resale market.

Costa Ris Price

At its launch in May 2011, the indicative pricing for Costa Ris was $120,000 to $143,000 for 2-room flexi flats, $194,000 to $225,000 for 3-room flats, $294,000 to $347,000 for 4-room flats and $362,000 to $436,000 for 5-room flats.

Compared to the launch prices, the current Costa Ris resale prices on PropertyGuru are much higher. 3-room flats are currently selling for $557,000 to $560,000, 4-room flats for $650,000 to $749,000 and 5-room flats for $850,000 to $880,000. In my opinion, these prices indicate excellent capital gains after the expiry of the Minimum Occupation Period (MOP).

There is no balance units chart available for HDB projects like Costa Ris. In any case, since the launch took place over a decade ago, there are no more balance units. You will have to turn to the HDB resale market if you would like to purchase a Costa Ris unit.

Costa Ris Location

Located at 524A to 528D Pasir Ris St 51, Costa Ris is located just 6 minutes’ walk from Pasir Ris MRT, as well as the area’s main shopping centre, White Sands Shopping Mall.

This is a great location for those who wish to live in Pasir Ris for its many sporting and recreational amenities.

The array of activities and amenities nearby is mind-boggling. Pasir Ris Town Park with its fishing pond and the ActiveSG Sport Centre are located within easy walking distance. Downtown East is about 15 minutes’ walk away and boasts horse stables, a KTV lounge, prawning, a rock climbing facility, an indoor roller skating rink and the Wild Wild Wet water park. Residents can also walk to Pasir Ris Park a little further north, with its barbecue pits and ocean views.

Near White Sands Shopping Mall

In terms of shopping and dining facilities, the proximity of White Sands Shopping Mall puts residents at a few minutes’ walk from the supermarket, the Pasir Ris Public Library and a wide selection of restaurants. Pasir Ris Central Hawker Centre is also located nearby.

For families with kids, there are a couple of schools located within 1 km, including Elias Park Primary School and Meridian Secondary School.

Overall, if I were looking to live in the area, I would definitely be attracted to Costa Ris’s location due to its proximity to Pasir Ris MRT and the great selection of entertainment options nearby.

Costa Ris Floor Plan

You can purchase residential floor plans for a fee on the HDB website. You can also access example floor plans here.

Costa Ris consists of 2-room flexi, 3-room, 4-room and 5-room flats. According to the brochure, the typical floor plans for flats of all sizes do not include balconies. They are relatively space efficient, with a kitchen opening out into the living room or, in the case of the two-room flats, a hallway.

For 5-room flats, it is possible to remove one of the walls between the kitchen and the living room so that the former is integrated with the latter. In all the layouts, the bedrooms are placed side-by-side, accessible via a corridor. 

All in all, the Costa Ris flats are typical of HDB flats built after 2010 without too many surprises. Personally, I would ballot for this solely based on its location, since the units are cookie-cutter.

Costa Ris Rent

According to PropertyGuru and 99.co, 2-room flats at Costa Ris are being rented out for about $2,700 to 2,900 a month, while the going price for 4-room flats is about $3,500 to 3,900. That for 5-room flats is currently $4,200.

Let’s compare what people are paying for condos. Rents for 2-bedroom units measuring 736 to 754 sq ft (about 68 to 70 sqm) at Coco Palms, a 99-year leasehold condo located 5 minutes’ walk from Pasir Ris MRT, are priced at about $3,800 to $4,000. But these units are selling for around $1,280,000 to $1,450,000, more than two or even three times the price of an equivalent 3-room flat.

In my opinion, the rental yield for Costa Ris flats is highly attractive. But buyers are of course subject to the more restrictive regulations governing HDB flats, including having to live in the flat for the full duration of its 5-year MOP and rental restrictions.

Costa Ris HDB Review

Overall, I find the Costa Ris HDB flats a very attractive buy if you are not put off by its distance from the city centre. If you work in the East in locations such as Changi Business Park or Changi Airport, even better.

The project is very near Pasir Ris MRT, within walking distance of lots of scenic spots and entertainment options, and near amenities like the supermarket, library and area’s main shopping mall. Costa Ris also has excellent rental potential based on current resale and rental prices.

Pros of Costa Ris HDB:

  • Very near MRT station
  • Lots of scenic spots nearby such as Pasir Ris Park
  • Lots of entertainment and sporting options nearby such as Downtown East
  • Very near the area’s main shopping mall White Sands
  • Easy walking distance from many amenities like supermarket and library
  • Good investment potential
  • Good rental yield

Cons of Costa Ris HDB:

  • Far from the city centre
  • Near workplaces in the east like Changi Business Park
  • Subject to HDB restrictions
