The October 2024 BTO applications close on 23 October 2024, 11:59pm. 8,573 units spanning launching will include Ang Mo Kio, Bedok (3 locations), Bukit Batok, Geylang, Jurong West, Kallang Whampoa (3 locations), Pasir Ris, Sengkang (2 locations), and Woodlands.
The new classification of flats into Prime, Plus or Standard categories will take effect from the October BTO launch. HDB previously said it would roll out 19,600 new flats in 2024, across three sales exercises instead of four.

Located near Djitsun Mall and Courts, it’s close to Ang Mo Kio Central and surrounded by plenty of green space from Ang Mo Kio Town Garden West. The area is bustling with conveniences like Jubilee Square, Broadway Plaza, and Ang Mo Kio Central Market & Food Centre.
Families will appreciate nearby schools such as Mayflower Primary and Anderson Secondary. Although the Ang Mo Kio MRT station is a bit far, buses provide access to both the Yio Chu Kang and Ang Mo Kio MRT stations, with Mayflower MRT offering another option. The well-developed area is convenient for families who prefer staying local, with ample amenities and services nearby.

Bayshore has long been known for its proximity to East Coast Beach, making it a popular spot for outdoor activities like cycling and family BBQs.
However, the area currently lacks essential amenities like malls and eateries, as it was primarily a secluded beachfront zone.

The Bedok Kembangan Wave BTO site is located right next to Kembangan MRT station (EWL) and offers only 348 units of 2 and 4-room flats, which makes it highly competitive. The main attraction is its proximity to Paya Lebar Quarter, just two train stops away. Outdoor enthusiasts will enjoy access to the Siglap Park Connector, which is great for cycling and walking, extending all the way to Marine Parade and the seafront.
However, the immediate area lacks a variety of retail or entertainment options. There’s an NTUC nearby in Lengkong Tiga, and bus 135 offers access to Siglap Centre, which has coffee shops and a Cold Storage. For more comprehensive shopping, buses or the MRT can take residents to Parkway Parade or i12 Katong in Marine Parade, a popular recreational hub.
Additionally, St. Stephen’s School is located within a 1 km radius of the site, making it a convenient location for families with school-aged children.

The West BrickVille @ Bukit Batok BTO site will be close to the upcoming Tengah Park MRT station (Jurong Region Line), expected to be operational by 2027. While this area is more developed than parts of Tengah, offering nearby amenities like Sheng Siong, coffee shops, and minimarts, it still retains a more suburban feel. Le Quest, a mixed-use development, provides residents with a food court and some retail outlets, though it’s not a large mall.
The key highlight of this area is its proximity to greenery, including Bukit Batok Nature Park. For more extensive shopping, residents can easily access West Mall via public transport. However, this location may not appeal as much to urban dwellers who prioritize entertainment and retail options.

There will also be a limited number of standard 4-room flats (only 160 units) and a preschool facility on-site. Due to its prime location near Circuit Road and Mattar MRT (Downtown Line), demand for these flats is expected to be high, making them likely to be oversubscribed.
For those working in the MacPherson or Tai Seng industrial areas, this project is ideal, as both locations are easily accessible from Mattar MRT. The site is also highly convenient for day-to-day living, with Circuit Road Hawker Centre, Circuit Road Market, and NTUC FairPrice nearby. Additionally, educational institutions like Canossa Catholic Primary and MacPherson Secondary School are close by, adding to its family-friendly appeal.
Overall, this location in the well-developed Circuit Road HDB enclave offers numerous amenities, but competition for the flats will be steep due to limited availability.

In the October BTO launch, the Taman Jurong Skyline BTO site offers 1,844 units, making it a prime location for those looking to secure a flat, especially for those who prefer living in the West. This area is close to Jurong Lake and its gardens, providing scenic views and outdoor recreational opportunities in the nearby Jurong Lake District, making it attractive for nature enthusiasts.
The site is also near Super Bowl Leisure Park and the HDB enclave at Corporation Drive, which offer convenient amenities like supermarkets, eateries, and entertainment options.
However, the lack of an MRT station within walking distance is a drawback, as residents will need to rely on connecting buses. Even when Tukang MRT (on the JRL) opens, it will still be a distance away. There is speculation that a future Cross Island Line station could be built nearby, but this wouldn’t be until beyond 2032.
There are also limited schools nearby - though the popular Rulang Primary School is relatively near.

Residents will also benefit from access to Boon Keng MRT station (NEL), which is a few stops away from Serangoon and Little India, providing quick connections to major spots like NEX Megamall and Little India’s vibrant dining and retail scene.
Boon Keng MRT is surrounded by shops, eateries, and tuition centres, adding to the convenience. Additionally, residents can easily walk to the popular Whampoa Food Market via an overhead bridge near Hong Wen School. The proximity to the Whampoa Park Connector is ideal for those who enjoy cycling or walking.
However, with only 355 units available (140 being 2-room flats), the number of 4-room flats for families is limited, making competition high for the remaining 220 units.

This Kallang Whampoa BTO site is expected to see heavy competition due to its prime location. It is situated across the road from the North Bridge Road Market and Food Centre, and close to Southbank. The area is just a short walk from popular spots like Haji Lane.
Residents will benefit from being within walking distance of Lavender MRT station (EWL), which provides convenient access to Bugis (one stop away) and City Hall (two stops away). The North Bridge Road area offers an abundance of amenities, including eateries, small shops, and vibrant nightlife. Kitchener Complex, which is nearby, adds more options for food and groceries. Furthermore, the redevelopment of Golden Mile could enhance the appeal of this area.
A unique aspect of this BTO launch is that HDB will be introducing the “White Flat,” an open-concept layout, which is set to debut here.

The Kallang Whampoa Upper Boon Keng BTO estate offers convenient access to Geylang Bahru MRT (DTL), as well as the nearby Geylang Bahru Market and Food Centre. This HDB enclave is well-developed with a variety of coffee shops, minimarts, and other heartland amenities, including an NTUC FairPrice. However, some existing residents may be concerned that the new flats may obstruct views of the Kallang River.
There is also easy bus access to Kallang MRT (EWL), or it’s possible to walk there with a longer stroll. The location provides good proximity to the Singapore Sports Hub and Kallang Wave Mall for shopping and leisure activities. While there are not many schools in the immediate area, options include Hong Wen School and Bendemeer Primary School.

In the October 2024 BTO launch, there are two Pasir Ris BTO estates located adjacent to each other, near the nearly completed Costa Grove project from 2020. All these developments are within walking distance of Pasir Ris MRT.
Although Pasir Ris is relatively less developed, residents of these new estates are unlikely to feel the impact, as proximity to Pasir Ris MRT provides convenient access to essential amenities. White Sands mall meets most shopping needs, and a hawker centre is nearby, along with the newly launched Pasir Ris Mall, which offers various dining options.
This location is particularly appealing for families in the East, especially since it features larger 5-room and 3Gen flats. Additionally, its closeness to Pasir Ris Park offers ample space for family activities, making it an ideal choice for families looking for room to grow.

The main difference between the two sites is their proximity to the LRT stations: one is near Layar LRT, while the other is closer to Kupang LRT. Notably, the site by Kupang LRT is near a proposed Chinese temple, which might concern potential residents who prefer not to live near a place of worship. However, as the temple has not yet been built, any noise concerns remain uncertain.

Both Kupang and Layar LRT stations offer easy access to Sengkang MRT (EWL), where Compass One mall is located, serving as the main shopping destination.
Additionally, the Fernvale Market and Food Centre and Seletar Mall are conveniently accessible. Sengkang has seen growth in recent years, alleviating many previous inconveniences. Families will also appreciate the presence of several primary schools in the area, such as Fern Green Primary School, Sengkang Green Primary School, and Fernvale Primary School, making it an attractive option for parents.

The Woodlands Marsiling Ridge BTO flats are conveniently located near Marsiling Primary School and Marsiling MRT (NSL), with many units likely to offer views of Marsiling Park and potentially the Johor Strait from higher floors. This makes the area appealing for nature lovers, as the park is easily accessible for outdoor activities like walking and playing.
Within the HDB enclave, there is a Sheng Siong supermarket, and Marsiling MRT features an NTUC Fair Price. Residents can also easily reach Causeway Point, the main shopping mall in the area, as Marsiling is just one stop away from Woodlands.
The combination of greenery, good train connectivity, and larger 5-room flats may attract families and individuals looking to move north. Additionally, with the development of the Woodlands North Coast and the town’s transformation into a regional center, easy access to Johor Bahru adds further appeal.
HDB June BTO 2024
Two Build-To-Order (BTO) projects by the Geylang River in Tanjong Rhu and the first flats in Holland Village in at least a decade are among seven developments that will go on sale in June 2024. That aside, BTO flats near a future Jurong Region Line MRT station in Teban Gardens and the first development in Chencharu, a new HDB residential area in Yishun, will also be on offer.
June's BTO exercise will take the number of BTO flats launched in 2024 to about 10,900, and is the final launch under the current HDB classification model. The June BTO will offer 6,938 flats in Tanjong Rhu, Holland Village, Teban Gardens, and Chencharu Yishun.
June BTO 2024 Application Rate
As of 24 June 2024 (Monday) morning, the most popular and oversubscribed June BTO 2024 project is the Tampines GreenTopaz at 7.59 applicants per unit, followed by the Holland Vista BTO at 5.74 applicants per unit.

Tanjong Rhu Riverfront 1 & 2 BTO (PLH)
These two Prime Location Public Housing (PLH) model BTO projects in Tanjong Rhu Riverfront 1 and 2 BTO – an area which falls under Kallang/Whampoa – will have about 2,063 units. Property analysts expect these to be popular as the flats could have views of the Singapore Sports Hub and Marina Reservoir. This is a huge estate with 11 blocks ranging from 8 to 29 storeys.
Prices for the Tanjong Rhu Riverfront 1 and 2 BTO as of June 2024 launch are respectively:

There are 2-room flexi, 3- and 4-room flats across the two plots, which are next to each other, with a proposed park in the middle. The larger 1,400 unit BTO project will have amenities such as an eating house, restaurants, shops, supermarkets, a pre-school and a residents’ network centre.
Both Tanjong Rhu Riverfront 1 and 2 BTO developments, located along Kampong Arang Road and Tanjong Rhu Road, are in the vicinity of two MRT stations – Stadium and Mountbatten. The future Tanjong Rhu and Katong Park stops on stage four of the Thomson-East Coast Line are also nearby.
For families, while Dunman High School is opposite Tanjong Rhu Riverfront BTO, other schools are pretty far.
The waiting time is considerably long at 48 months (4 years) for Tanjong Rhu Riverfront 1, and 55 months (4 years 7 months) for Tanjong Rhu Riverfront 2. That means you can expect to get your key collection date in 2028 or 2029.

Holland Vista BTO (PLH)
In Queenstown, a site along Holland Drive called Holland Vista BTO near Holland Village and Buona Vista MRT stations will house 342 2-room flexi and 4-room flats. This will be a 40-storey high-rise building, parked under the Prime Location Housing (PLH) model.
While prices for Holland Vista BTO are considerably high, there are only 2-room and 4-room flat types available, which means that seniors, singles, and down-graders are most suitable for this project. Prices of Holland Vista BTO at June 2024 launch range from:

- 2-Room Flexi Type 2: $293,000 - $367,000

The biggest draw is location - this site is located next to the recently-refurbished Holland Village with lots of food and beverage, groceries, family, and pet-friendly amenities. If you work around One North, Fusionpolis, and the Science Park enclave, this location will be a huge plus point for you. There are also two MRT stations nearby - Holland Village MRT Station, and Buona Vista MRT Station further don the road.
For families, there are many reputable schools in this district, such as New Town Primary and Secondary Schools, Queenstown Primary School, Queensway Secondary School, Fairfield Methodist School (Primary and Secondary), Anglo-Chinese Junior College, and Singapore Polytechnic. NUS is also a bus ride away.
Ms Wong Siew Ying, head of research and content at PropNex, noted that many of the blocks in Holland Village were built in the 1970s, and the last flats in the estate were completed in 2012. She expects families and young couples to be interested in the project, as there are many retail and food and beverage offerings in the vicinity.
Finally, waiting time is considerably long spanning 57 months - which translates to 4 years and 9 months. That means you can expect key collection in 2029.

Teban Breeze BTO, Teban Gardens (Jurong East)
Over in Teban Gardens in Jurong East, a total of 1,086 2-room flexi, 3-, 4- and 5-room flats will be built along Teban Gardens Road and Jurong Town Hall Road. The future Pandan Reservoir MRT station will be located opposite the Teban Breeze BTO project which will span 4 high-rise buildings ranging from 37 to 40 storeys.

For families, there is Commonwealth Secondary School located right at your doorstep. The closest primary schools will be located further up in central Jurong East.
If you have never lived in the West, you may not even be familiar with Teban Gardens at all. This location is considerably far-flung, with the nearest Jurong East MRT Station being a 20-minute bus ride away. However, if you work in Tuas, Jurong Island, or the west vicinity, Teban Breeze BTO will be convenient and pretty scenic for you. Located right at your doorstep, the Pandan Reservoir makes for a good weekend 6km walk or run. Otherwise, you have easy access to West Coast Park, and the West Coast food centre.

Chencharu Yishun BTO
In Yishun, HDB is set to launch a 1,277 unit Chencharu Hills BTO project with 2-room flexi, 3-, 4- and 5-room flats along Lorong Chencharu. Mr Lee said the project is likely to be the first BTO development in Chencharu, identified as a new housing area in URA’s review of Singapore’s long-term plan in 2022.

The BTO flats here will be lower-rise as with all flats in Yishun, ranging from 14 to 15 storeys only. A key heritage draw about this BTO estate will be the conserved black and white colonial bungalow within the estate's park. There will also be cycling paths built, linking residents living here to Sembawang, Kathib, Lower Seletar Reservoir, and the North-South Corridor - a plus for nature, cycling, and hiking lovers.
There are several primary and secondary schools in the vicinity, such as Peiying Primary School, Naval Base Secondary School, Chung Cheng High School, Orchid Park Secondary School, and Yishun Innova Junior College.
Location wise, Chencharu Hills BTO is a 14-minute bus ride, or 19-minute walk to Khatib MRT Station. It's great that residents will be immediately connected to the main red MRT line.
If you are, however, superstitious about Feng Shui, you must note that there is a proposed funeral services and columbarium complex (pictured in the map, bottom left corner) along Mandai Avenue, opposite the Sembawang Country Club golf course.
The waiting time ranges from 44 to 45 months - which translates to 3 years and 9 months. That means you will only get your BTO key collection in 2028. If you are looking for a Yishun BTO to live near your parents or family, and have got time to wait till 2028, this relatively affordable and brand new Chencharu town might be an exciting place to live in for you and your family.

A total of 561 2-room flexi, 4- and 5-room flats will be launched in Tampines GreenTopaz BTO. The plot, bounded by Tampines Avenue 1 and Tampines Street 92, is about a 5-minute walk from Tampines West MRT station. Tampines GreenTopaz BTO will have a total of 4 blocks, and one of the blocks will have 24 units of HDB rental flats. The buildings are relatively lower at 12 to 13 storeys.

Location wise, Tampines GreenTopaz is a 20-minute walk or bus ride to the massive Tampines Hub. For families with children, there are both primary and secondary schools nearby. Junyuan Primary School, St. Hilda's Primary and Secondary Schools as well as Tampines Primary and Secondary Schools.
Waiting time is considerably short at 37 months - which translates to 3 years 1 month. That means you might get your key collection dates in 2027.

Marsiling Peak 1 and 2 BTO
A 1,609 unit project in Woodlands, comprising 2-room flexi, 3-, 4- and 5-room flats, and 3-generation units, will be built along Admiralty Road and Marsiling Lane. The development is near Woodlands Checkpoint (can see from Johor Bahru), but Mr Desmond Lee noted that there are no MRT stations nearby. Both Woodlands and Woodlands North stations are about 2km away.

For families, there are several schools nearby, namely Map of Marsiling Peak 1 and 2 BTO in Woodlands, launched in June 2024 BTO.
Waiting time is relatively short at 35 months for Marsiling Peak 1 BTO, but much longer at 54 months for Marsiling Peak 2 BTO - which means you will receive your keys in 2 years 11 months (2027) or 4 years 6 months (2029). This is a great location if you have family in Malaysia, or often travel to JB for groceries and entertainment. Otherwise, the far-flung location, lack of connectivity to the MRT stations, and the constant human and traffic jam around the vicinity might not suit your lifestyle.
HDB February BTO 2024
The first of three HDB sale launches planned for 2024, the February BTO exercise will see about 4,126 BTO flats, plus an additional 1,588 SBF flats offered for sale. The Feb BTO 2024 is now open from 21 - 28 February 2024, 11:59pm. Here are the key details.

The main draw here would undoubtedly be the nearby Bedok Integrated Transport Hub, which comprises the Bedok MRT station, bus interchange, hawker centre and shopping malls. Other notable amenities include Bedok Stadium, neighbourhood parks, and Heartbeat @ Bedok, an integrated community development offering a public library, sports centre, swimming complex and educare facilities.
There are also ample schools in the vicinity, catered towards children of all school-going ages, from primary to JC.

Bedok Reservoir MRT
This location promises to be rather tranquil, with lots of greenery and waterfront spaces courtesy of the nearby Bedok Reservoir, making for an appealing choice for nature lovers. Besides that, it's also within walking distance to the Bedok Reservoir MRT station.
But in case you’re worried about a lack of amenities, know that there are three neighbourhood centres and two community centres within easy reach – together they should satisfy most daily needs.
There are also a number of primary and secondary schools to choose from, so families with school-going children should find ample options.

While there are two MRT stations within proximity – Bartley MRT and Serangoon MRT – it is likely that residents will also need to visit Kovan MRT Station (not pictured) given that the majority of amenities and town facilities are located there.
This is partly because this BTO project will be located in a relatively undeveloped part of Hougang Town, so neighbourhood facilities will be a little lacking. If that bothers you, it’s recommended to find out more information on planned or upcoming amenities – if any – before applying.

Tucked away at the tail end of Sumang Lane, and right next to the Punggol Reservoir, the upcoming Matilda Riverside Punggol BTO will see 962 new units released for sale to the public. Homebuyers can choose from 2-room Flexi, 3-room, 4-room and 5-room flats, ensuring there’s something for everyone.
Nearest to Punggol MRT
While the BTO’s location is a little secluded, there is a wonderful selection of amenities and neighbourhood facilities within easy reach; most are clustered around the Punggol MRT Station, which is easily accessible via the LRT network that serves the neighbourhood.
Head over there and you’ll find suburban shopping mall Waterway Point, as well as the Punggol Bus Interchange. Other places of interest include Marina Country Club, Punggol Promenade and My Waterway @ Punggol, offering family-friendly waterfront fun. There are also several notable amenities being proposed or under construction, including a sports centre, a health and medical centre, and an economic hub in Punggol Digital District.
Another plus point is the abundant selection of schools available, most of which are well-served by the LRT system.

You’d think old towns like Queenstown would be fully saturated by now, but somehow HDB still finds a way to keep adding new BTO units. That’s good news for those of us who want to enjoy the heritage town without paying through the nose on the resale market.
Tanglin Halt Courtyard BTO
In any case, a new BTO project has been proposed, comprising 251 units of 2-room Flexi and 4-room flats. They will be situated between Commonwealth Drive and Tanglin Halt Road, with a neighbourhood centre right beside.
Amenities in the vicinity include a polyclinic and community wellness centre, a public library and community green spaces, including the Alexandra Canal Linear Park. Sports and fitness enthusiasts can visit Queenstown Swimming Complex and Stadium, while those in pursuit of quieter recreation activities may seek out the public library, or venture north towards Ridout Tea Garden.
One drawback is that there aren’t as many choices when it comes to schools, with only a handful within close proximity.

If you don’t mind residing all the way up in the North, the upcoming Woodlands BTO launch should be cause for excitement. That’s because of the prime location chosen for the BTO project – next to the Woodgrove Estate, famous for its charming townhouses and true-to-tradition Halloween celebrations every year.
3 MRT stations nearby
Another plus point: The location also has three MRT stations nearby, along with several neighbourhood facilities and town amenities that make for convenient and vibrant living.
Also, families will enjoy the high number of schools of all levels within proximity, while the availability of ample green spaces and park connectors – including Admiralty Park and Woodlands Waterfront – makes the BTO even more attractive.
And if you’re a regular visitor to JB, you can look forward to a shorter and more convenient drive to get to your favourite weekend destination.
3 HDB BTO Launches in 2024
From 2016, BTO launches had typically happened 4 times a year in February, May, August and November. However, from 2024, HDB shaved BTO launches to just 3 times a year in February, June, and October.
The Housing Board said in a statement that the HDB Sale of Balance Flats exercise will happen once a year from 2024, with the next round in February. SBF launches previously took place 2 times a year – in May and November – but the latter launch in 2023 was pushed to 2024.
About 4,100 flats will go on sale in Bedok, Queenstown, Choa Chu Kang, Hougang, Punggol and Woodlands in the February BTO exercise. Another 1,500 Sale of Balance flats in various towns will be released.
3 HDB BTO Launches in 2024
Asked about the drawbacks of having three HDB BTO launches instead of four, Mr Lee said some people might think there are fewer opportunities to apply for a flat.
But he stressed that there was “a lot of overlap” with four launches, and this posed practical problems for applicants. With more launches, there were also fewer units and estates offered per launch, he said. Noting that overall application rates have stabilised, Mr Lee said: “It is the right time to move from four to three. There are more upsides than downsides.”
HDB Standard, Plus, Prime
The authorities had announced that from the second half of 2024, BTO units in choicer locations will fall under the HDB Prime and Plus categories, which come with stricter resale conditions such as a 10-year minimum occupation period (MOP) and a subsidy claw back.

- HDB Standard flats: 5 Year MOP
Standard HDB flats, which will form the bulk of public housing supply, will come with a 5-year MOP and have no significant restrictions on the pool of resale buyers.
The reclassification comes amid the authorities’ commitment to launch 100,000 BTO flats from 2021 to 2025. When asked about the expected impact of the new HDB flat classification on the HDB resale market, Mr Lee said: “This is a complex system, and so, no one can be very sure. In any case, the first of these flats will hit the resale market in 15 years.”
The interrelationship between the large number of flats under the existing system and flats to come under the Prime, Plus and Standard model will “not be so straightforward”, Mr Lee said, replying to a question on whether prices of existing resale flats in future Plus areas could rise.
HDB BTO flats with shorter waiting times
Mr Lee noted that the 19,600 homes that will be launched in 2024 is higher than the pre-pandemic supply of between 16,000 and 17,000 flats a year. 2,800 flats with shorter waits are included in the 2024 BTO supply - these flats were initially meant to be launched in 2025, Mr Lee said.
These BTO flats with shorter waiting times are already being built when they are launched. Mr Lee declined to reveal where these short waiting time flats will be launched in 2024 and said this will be announced at the launch. In 2023, 732 flats with shorter waiting times were offered.
HDB Prime Location Public Housing (PLH) Advantages
In 2023, HDB completed about 21,400 flats across 23 BTO projects, the highest number of flats and projects completed in the last six years, Mr Lee added. He was also asked if declining application rates for current Prime Location Public Housing (PLH) model flats were the intended outcome of the scheme, a forerunner of Prime flats.
“Isn’t this good?” Mr Lee replied. “When application rates come down, you see people who are genuinely serious about wanting to live there and build a home there.”
If there are no restrictions, such flats tend to attract people who view them as an investment and intend to sell them for a profit after the MOP, he said.
In the October and December 2023 launches, application rates were down for PLH flats in mature estates such as Queenstown and Bukit Merah, with nearly all first-time applicants set to get a chance to select a unit.
On the 10-year MOP for PLH flats, Mr Lee said: “That’s the (policy) that makes a lot of difference and distinguishes those who are serious about building a home versus those who may be looking at housing for different reasons... Some people have been very candid with us that they’ve been deterred by that.”
