As Singapore’s population ages, one question weighs heavily on many minds: “How can our seniors continue to live independently and safely in the comfort of their own homes?”
The answer for countless HDB flat owners lies in the Enhancement for Active Seniors (EASE) Programme. Far more than just a set of grab bars, EASE is a thoughtful and comprehensive initiative by the Housing & Development Board (HDB) that helps transform regular flats into safer, more accessible spaces for older residents.
If you’ve ever worried about a parent slipping in the shower or wondered how to make your home more elderly‑friendly, this guide will help you understand what EASE is all about — how it works, who qualifies, and how to apply.
The HDB Enhancement for Active Seniors (EASE) Programme is designed to make ageing in place both safe and comfortable.
First launched in 2012 and refined over time, the scheme offers heavily subsidised home improvements that tackle common safety risks for seniors — like slippery bathroom floors, steep entrances, and mobility obstacles.
It’s part of Singapore’s broader mission to support seniors’ ability to live independently and confidently within their own communities, without having to move out of familiar surroundings.

4 HDB EASE home improvements
Under EASE, HDB flat owners can install a range of senior‑friendly fittings to make daily activities safer and easier:
Grab bars will be installed in bathrooms and key areas for stable support. First set includes 8 – 10 bars in the main toilet and around the home. A second set come with up to 6 more bars in a second toilet - if technically feasible.
Slip‑resistant floor treatment will be applied to existing tiles in up to two toilets to reduce the risk of slipping.
Wheelchair or mobility ramps will be installed at the HDB flat’s entrance for smoother wheelchair or walker access. Options include single‑step, portable, or customised ramps for multi‑step entrances.
Widening of toilet or bathroom entrance will allow seniors who are using wheelchair or commode to enter and exit easily.
HDB EASE 2.0 (New extra features)
HDB EASE 2.0 was launched on 1 April 2024, for eligible HDB flat owners. The enhanced program expands the types of senior-friendly fittings available for installation.

Can I apply for HDB EASE?
You can apply for (or help your parents apply for) HDB EASE if:
- Your household includes a Singapore Citizen aged 65 and above, or
- A family member aged 60 to 64 who needs help with at least one Activity of Daily Living (ADL), such as walking, bathing or dressing.
For applicants aged 60 – 64, a Functional Assessment Report (FAR) from a qualified doctor or therapist is required to confirm eligibility.
How much does HDB EASE cost?
EASE is highly subsidised by the government, making it one of HDB’s most affordable home modification schemes.
Depending on your HDB flat type, you’ll receive subsidies covering 87.5% to 95% of total costs.
For instance:
- If your flat is a 3-room HDB, you might pay about $170 to $220.
- For smaller flats like 1- or 2-room HDB, your cost could be as low as $125.
Here’s a general estimate:
| HDB flat type | How much you’ll pay | Subsidy by government |
|---|---|---|
| 1‑ or 2‑Room | $125 – $190 | 95% |
| 3‑Room | $170 – $220 | 92.5% |
| 4‑Room | $210 – $275 | 90% |
| 5‑Room | $260 – $312 | 87.5% |
Payments can be made in cash or CPF, depending on your preference.
You may also use HDB’s e-calculator to compute the amount payable for your selected EASE improvements. Simply choose ‘EASE (Direct Application)’ under the selection type before indicating your flat type and the EASE improvements you wish to have.
If you are a senior resident living in a public rental HDB flat, your EASE improvement items will be fully funded by the Government.
How to apply for HDB EASE?
To apply for the HDB EASE Programme, you can submit your application online through the HDB EASE e-Service portal (available in four languages), and the Mobile@HDB app: find it on Android Google Play Store here, and the Apple OS version.
If the family member needing EASE improvements is aged between 60 and 64 years, you must include a Functional Assessment Report with your application.
This report assesses their ability to perform daily activities and must be endorsed by a qualified assessor, such as a fully registered doctor with the Singapore Medical Council.
Step-by-step process:
- Prepare Your Documents: Get the Functional Assessment Report if applicable.
- Submit Your Application: Use either the EASE e-Service or the Mobile@HDB app to file your application online.
- Wait for HDB Response: Within 14 working days, the HDB will contact you to arrange for a pre-condition survey/ installation date.
- Pre-Condition Survey & Installation: You can expect the improvement items to be installed in your flat within 10 weeks of application.
However, some upgrades such as multi-step main entrances, customised ramps may take about 4 to 8 weeks, and the wheelchair lifter may take about 8 to 12 weeks to be fabricated and installed upon confirmation by the residents after the site survey.
Do I need HDB EASE?
Falls are one of the biggest worries for seniors and their families because they can lead to serious injuries and a loss of independence.
With home modifications such as grab bars, ramps, slip-resistant floors, and shower seats, the EASE programme also brings peace of mind by creating safer and more comfortable spaces where our loved ones can move with confidence.
What makes HDB EASE truly special is that these crucial safety upgrades are made affordable, with generous government subsidies easing the financial burden. It’s a reminder that our community cares deeply about the wellbeing of every senior, allowing them to live actively and safely in a place they call home.
For families, EASE is a source of comfort and hope — knowing that small changes can make a big difference in the daily lives of those we hold dear.
