I’ll be honest: when I first got my car, the HDB season parking system felt like a secret society. You know it’s there, everyone’s in on it, but the rules? Too many.

After years of season parking renewal, transfers (yes, I’ve “borrowed” my dad’s car before), and a few fines, here are the 10 things I think every Singaporean driver should know — whether you’re a newbie or a seasoned (pun intended) lot-hopper. But first, the basics:

What Exactly Is HDB Season Parking?

HDB Season parking is basically your golden ticket to park in a designated group of HDB car parks - 24/7 - for a flat monthly fee. It’s a lifesaver if you live or work near an HDB estate, and yes, even non-residents can apply if your office is nearby.

  • Registered tenants of HDB commercial or industrial premises
  • Market and hawker stallholders
  • Employees of HDB shops/offices
  • Non-residents working near HDB estates (subject to availability)

How to Apply for HDB Season Parking

Applying for a HDB season parking is super straightforward. Here’s what to do:

  1. Check Lot Availability: Use the HDB season parking enquiry portal to see if your chosen car park has available lots.
  2. Apply Online: Log in to the HDB website or use the Mobile@HDB app with your Singpass, pick your preferred car park, and pay online.
  3. Payment Modes: Pay by credit card (Visa or MasterCard) or direct debit from DBS, UOB, OCBC, or Standard Chartered Bank accounts.
  4. Auto-Renewal: After your purchase, opt for auto-renewal of your season parking by GIRO (if eligible) and enjoy a 2% rebate on every successful transaction.
  5. Documents for Popular Car Parks:
    - Bring a Business Registration Certificate if you’re a registered shop tenant of an HDB commercial or industrial premise.
    - Bring a letter from your company if you drive a company-registered vehicle home or are an employee of a car rental company.
    - Bring a letter from your taxi organisation if you drive a taxi home.

Of course, to make the application process much faster, you should check the HDB season parking enquiry portal first to see if your chosen car park has available lots.

1. HDB Season Parking Priority System

Not all applications are equal! HDB uses a priority system for popular car parks, so not everyone gets to apply at the same time. First dibs go to residents’ first cars, then subsequent cars, then non-residents.

Booking and season parking renewal opens on different dates depending on your group, so if you’re in the “third car” club, be ready to camp the portal.

  • 1st Priority: First vehicles owned by HDB flat owners, tenants, authorised occupiers, shop tenants, stallholders, and employees of HDB shops/offices. First company-registered vehicles also qualify. You can apply from the 1st of the month.
  • 2nd Priority: Second and subsequent vehicles owned by the above groups. Application opens from the 18th of the month.
  • 3rd Priority: Everyone else — including non-residents and tenants of HDB room rentals. Application starts from the 21st of the month.

2. Season Parking Renewal

Don’t slack, or you’ll regret! Season parking renewal is monthly, and you can do it for up to 12 months at a go.

The easiest way? Set up GIRO or recurring credit card payments — less admin, and GIRO even gives you a 2% rebate, as what we mentioned above. If you forget, you’ll still be charged for the whole month when you renew late. Ouch!

5. Not all HDB season parking rates are the same!

Your HDB season parking price depends on your car park’s location, whether it’s sheltered, and your vehicle type. Rates are published on the HDB website and in the e-Service portal. For most cars, expect to pay between $80 and $110 per month for your first vehicle, with higher rates for subsequent cars. Motorcycles and commercial vehicles have different rates.

Some fine print to note: Sheltered car parks include multi-storey car parks, landscape-deck car parks, semi-basement car parks, basement car parks and sheltered surface car parks. Equalised season parking rate is applied to precincts with grouping of surface and sheltered car parks. Commercial vehicles refer to vehicles used for commercial businesses (such as vans, lorries and other light goods vehicles), exceeding 1,800kg in unladen weight. For such vehicles parking in a sheltered car park, its maximum unladen/ laden weight must not exceed 2,000kg. These vehicles must be able to fit in the parking lot.

If you’re a first-time purchaser, you can choose to buy season parking just for the current month at the full rate, or opt for a longer-term season parking that covers the rest of the current month plus one or more following months (with a pro-rated charge for the current month).

Just note that because season parking is meant for long-term use and is sold on a calendar month basis, you can’t terminate the pro-rated season parking (covering the current and following months) partway through the current month and get a refund.

For example, if you purchase season parking from 13 March to 31 May, you won’t be able to terminate and get a refund for the period from 13 March to 30 April. However, you can request to terminate your season parking from 1 May onwards, and any unused charges from 1 May to 31 May will be refunded.

So, before you commit to a longer-term or pro-rated season parking, make sure you’ll need it for the whole period, as early termination for the current month isn’t allowed.

6. HDB Carpark Red, White, Red-White Lots

Let’s talk HDB carpark lingo. What do the Red, White, and Red-White lots exactly mean?

  • Red lots are strictly for season parking holders, 24/7.
  • White lots are open to everyone, first-come-first-served.
  • Red-white (bi-coloured) lots are for season parking holders from 7pm to 7am (Mon–Sat) and all day on Sundays and public holidays; outside those hours, visitors can use them.

If you park at a red lot without a valid season parking pass for that HDB, you risk a $70 fine (been there, done that).

7. HDB Season Parking Transfer

For the car-swappers and JB-goers, transferring your HDB season parking is much easier than you think. Got a new car, or using your mum’s car for a month? You can transfer your season parking online — permanent transfers for new cars or car parks, and temporary transfers (up to 31 days) for short-term swaps.

Just make sure you update your IU number and settle any outstanding payments before you start the transfer.

8. What Happens to HDB Season Parking If You Move House or Sell Your Car?

Life changes — fast. If you’re moving to a new HDB flat or selling your car, don’t forget to update or terminate your season parking.

For movers, you can apply to transfer your season parking to your new car park, but do this as soon as you know your moving date to avoid losing your spot.

If you’re selling your car or no longer need parking, terminate your season parking through the HDB e-Service or app. Refunds for unused full months will be processed, but partial months are generally non-refundable.

9. Cheap Orchard Parking charges

Here comes the HDB parking hacks and money-saving tips. Who says cheap/free parking and Orchard don’t belong in the same sentence, huh?

Here’s a little secret every Singapore driver should know: you don’t always have to pay crazy prices to park near town — if you know where to look.

One of my best-kept secrets is Jalan Kelawar, nestled among the Good Class Bungalows (GCBs) just a 10-minute walk from ION Orchard. There’s free parking all day along this road, as long as you’re considerate: don’t block driveways, entries, or exits, and be mindful not to disturb the residents.

There are loads of free parking spots hidden all over the island, from shopping malls and parks to certain public buildings. If you want to save on parking fees, check out resources like CarparkWhere or Parkopedia — it’s a handy website that helps you hunt down both free and cheap parking spaces near your destination, along with walking distances to your actual destination.

Free Parking Places in Singapore

Some of my favourite free parking finds include Dempsey Hill, IKEA Tampines, Courts Megastore Tampines and Giant Hypermarket Tampines.

Even in the Central Business District (CBD), you can score free parking at Clarke Quay for the first two hours before 6pm, or at Aperia Mall in Kallang on weekday evenings and weekends. Many malls and buildings also offer free parking with minimum spending, so keep an eye out for those deals.

If you’re heading out on weekends or public holidays, look for places like ITE College Central and BreadTalk IHQ, which offer free parking on Sundays and public holidays.

And don’t forget, some car parks have free lunch hour parking or evening parking-perfect for quick errands or dinner plans.

10. HDB Sunday Free Parking

Here’s a perk: many HDB car parks offer free parking on Sundays and public holidays (look for the orange FPS sign at the entrance). But, this doesn’t apply to red season parking lots — those are still reserved.

Also, different operators (like Wilson Parking) manage some car parks, so rates and rules can vary slightly. Always check the HDB carpark list or the operator’s site if you’re unsure.
