Towner Breeze is a new HDB housing project launched in the October 2024 HDB BTO exercise. Located in Kallang/Whampoa, it has been classified as a Plus project by the HDB, and is thus subject to a 10-year Minimum Occupation Period (MOP) after its Temporary Occupation Permit (TOP) is delivered in 2029.
Towner Breeze is situated in the Boon Keng area, bounded by May Road and the Central Expressway (CTE). This convenient city fringe site is just a short MRT ride to the city centre and the CBD. The neighbourhood is also next door to Little India, with its massive variety of eating and shopping options.

Towner Breeze BTO Price
Towner Breeze consists of 2-room Flexi and 4-room flats.
At the October 2024 launch, the 2-room Flexi flats were priced at $216,000 to $328,000, and the 4-room flats at $522,000 to $727,000. Yes, these are high prices for BTO flats, but that’s par for the course when it comes to centrally-located flats.
How do these prices compare to those of nearby flats?
4-room flats flats on nearby Boon Keng Road are being put up for sale on PropertyGuru for $598,000 to $1,308,000. Why the huge price range? The flats on the lower end of the scale are older flats built in the 1970s, while the million dollar flats were built in the 2010s.
As we can see from the astronomical resale prices of newer flats in the area, the first Towner Breeze owners could find themselves enjoying huge capital gains when their MOP is up. That said, we don’t yet know how much the new 10-year MOPs will affect resale prices.

The site plan shows the layout of the blocks within the site. Some of the units may enjoy waterfront views of the Sungei Whampoa. Hong Wen School is right next door. The HDB has tried to place the flats as far as possible from the CTE, possibly in the interests of reducing noise pollution.
Towner Breeze HDB BTO is a 10-minute walk from the nearest Boon Keng MRT Station.
Towner Breeze BTO Location
Towner Breeze is located on May Road, and bounded by the CTE on the other side. The river Sungei Whampoa runs right by the BTO site, offering some units unblocked waterfront views. Boon Keng MRT station is located about a 10-minute walk away.
The BTO site occupies a desirable city fringe location, with the Little India area in the city centre located just one MRT stop away.
The neighbourhood itself is replete with established amenities, with a myriad of food options within walking distance at Whampoa Makan Place, Bendemeer Market, Whampoa Way and Race Course Road.
There are also numerous schools within easy walking distance, including Hong Wen School, located right next door, Bendeemer Primary School and Bendemeer Secondary School.
In terms of amenities, the main downside is that, although there is a Sheng Siong Supermarket a short walk away, there are no major shopping malls within walking distance. But nearby Little India makes up for it, with its many retail options such as Mustafa Centre and City Square Mall.

Towner Breeze consists of 2-room Flexi flats and 4-room flats.
2-Room Flexi
There are two types of 2-room Flexi flats—smaller Type 1 flats measuring 39 sqm and bigger Type 2 flats measuring 48 sqm.
The Type 1 2-room Flexi flats are very compact, so you cannot really customise how you wish to use the bedroom, living room and kitchen. The Type 2 flats, on the other hand, do offer a bit more flexibility. In particular, the living/dining area is significantly larger than the Type 1 living/dining areas, and also comes with an alcove that you can convert to a guest bedroom or study.
4-Room
The 4-room flats, measuring 90 sqm, are quite typical, with the three bedrooms lined up side-by-side and an L-shaped living/dining area.
Towner Breeze BTO Rent Price
Plus flats like Towner Breeze cannot be rented out, even after the MOP has been served.
But let’s look at nearby HDB flats to see how much rent they are earning.
At nearby Upper Boon Keng Road, 4-room flats are being advertised on PropertyGuru for a monthly rent of $3,900 to $4,600.
Such a rent would offer a good rental yield to those who managed to get a Towner Breeze flat at BTO launch prices, but for subsequent buyers, despite the possibility of sky high resale prices, this project could still offer a decent rental yield.
Towner Breeze BTO Review
Towner Breeze enjoys a great city fringe location with a nice selection of nearby food options, and is very near the city centre and the vibrant Little India area. It’s a great choice for those who want to live in a central area, whether singles, couples without children or families with kids. The latter can also benefit from the availability of schools located within very easy walking distance.
While these BTO flats are certainly expensive, Towner Breeze could have the potential to command sky high resale prices, though the dampening effect of the 10-year MOP is as yet unknown.
One downside, however, is that with only 2-room Flexi flats and 4-room flats available, those looking for 3-room or 5-room flats will have to opt for a different housing project.
