When renovating an HDB flat, homeowners must follow HDB’s guidelines for concealing toilet, water, and gas pipes to ensure safety, accessibility, and maintenance feasibility.
Conceal HDB Water Pipes
HDB allows concealing of toilet and water pipes, but with strict conditions, such as accessible design. Pipes must be accessible for future repairs and maintenance. If concealed with boxing-up or false walls, they must have removable access panels for inspection and repairs. Concealment should not affect waterproofing, especially in bathrooms. You must engage a licensed contractor and obtain HDB’s approval before modifying any plumbing works.
Full permanent concealment (e.g., embedding pipes within solid walls or tiling over them without access panels) are prohibited. You cannot tamper with existing water supply systems without proper authorisation from HDB - and very likely, the PUB too.
Conceal HDB Gas Pipes
HDB and City Gas (Singapore’s gas provider) have stricter regulations for gas pipe concealment due to safety risks. Pipes can be enclosed in cabinets or false ceilings, but the gas valve must remain accessible. If enclosed, ventilation openings must be provided to prevent gas build-up. Any modifications or concealment must be done by a licensed gas service worker (LGSW).
Fully concealing gas pipes within walls, floors, or sealed structures (as it prevents leak detection and emergency shut-offs) are prohibited. You cannot tamper with or relocating gas pipes without approval from City Gas and HDB.
